Agreed. If they are in uniform, they are representing Continental. Plain and simple. Most passengers would not know they are deadheading. Standing around and talking and getting upset if a customer asks a question or needs help is not acceptable. If they don't want to be bothered, go sit down.
However, the pax need to be respectful as well. Holding out your coat expecting a FA to attend to you right away is rude. They will take your coat... you can wait a little bit. If some people are too loud, they can be talked to respectfully instead of shushing them.
