Yes, they do not waive all, but I see that we should make a law regulating this issue. I see it also ridiculous... I wrote a complaint to Estonian Customer Board to see what they think of this issue. I hope to fight those ca 200EUR out of them, as I only agree to pay those 3rd party fees (government and airport taxes)
