First choice is DO NOT DRIVE in Mexico.

2nd: Rent from a big name Car Rental Company (Hertz, Avis, etc.) and buy the liability insurance they provide.

Keep in mind that in case of an accident you will most likely be held in jail until all of this is worked out - or longer.
