I don't believe they're transferable, but there's nothing stopping you from using them to buy a ticket for your FIL. I've used vouchers to purchase seats for family members.
They can be used to buy seats on partner airlines, but only if DL has a codeshare seat available. You cannot use them directly with say, Continental.
