Arriving passengers in transit DO NOT need to clear immigration. Even if you do not have an onward BP, you may proceed to the transfer desks to collect your return BP (transfer desk is located in the contact pier, not the satellite terminal...take the aerotrain over to the contact pier after arrival).
That said, you should be able to collect your return BP while at initial check-in at Changi.
I thought there is a transfer desk at the satellite terminal as well?
I have never done such a run, but am pretty sure that you could get your onward boarding pass without leaving the satellite terminal.
