Actually Moscow is divided into "Moscow" and "Sokolniki" (where a Holiday Inn recently opened, although I would think it would be 4* according to Priceline's usual criteria). We own a travel company which specializes in Russia and the former Soviet Union, and I can tell you flat-out that I would never recommend a Russian 2* property to anyone, and that the 3* hotels can run from dumps to nice places.
As other posters have said, without knowing the specific locations of the hotels it is impractical to bid in Moscow--you could easily be placed somewhere 1-2 hours from where you want to be, and there is little quality control so you don't know if you will be staying in an acceptable hotel. Seeing the bidding history, when it becomes available, may change my feelings.
