I gathered some of your info which you have provided to the TG forum, and based on the experiences provided in this thread:
1. If you have the BP for BKK-PVG issued in SIN, and no check-in luggage to be deposited at the point in time of BKK check-in, you are probably safe, no airport tax.
2. If you have the BP issued in SIN, but you are going to have check-in luggage to be deposited at the point in time of BKK check-in, you would NEED to pay the airport tax as you have "surrender" yourself to the check-in agents.
