Agreed, but at Diners Club Citi has, to a large extent, solved this problem. Club Rewards points cost Citi nothing until the cardholder transfers to partner airline or hotel, which Citi influences by using redemption bonuses instead of earning bonuses. The fact that they elected to create Thank You Network without any option to exchange for miles or points suggests that there must be substantial economies from operating an in house program.
