I think it might be worth a try to contact PC Customer Service and ask. To transfer just the points would certainly incur a fee (outside Asia), but the physical merging of two accounts may be a different story. After all, Hilton Honors charges a fee as well to transfer points, but merging two HHonor accounts is charge-free.
