It really isn't that hard to spend 10k with Citi. You can open up a checking account with them online and fund it with your CC, reports are that it will show up as a purchase and voila, you have 10k in spending. Of course YMMV if they decide to no longer categorize account funding as a purchase.
I tried that and it didn't work; they wouldn't let me fund it with a CC because I already have an account with them.
