faults(from my perspective):

If you want 40,000 AA miles from Citi, there's far easier ways. They love to give multiple cards and their CSRs push multiple cards.
It really isn't that hard to spend 10k with Citi. You can open up a checking account with them online and fund it with your CC, reports are that it will show up as a purchase and voila, you have 10k in spending. Of course YMMV if they decide to no longer categorize account funding as a purchase.
