I'm sorry, but I cannot agree. If it was a business they would try to minimize their expenses by understaffing as well. As long as there's no competition and people HAVE to use them there's no need to spend more money.
Therefore privatizing the screening will do no good as long as there won't be some kind of competition set up.

If it was a true business, there would have been a competitive bid with as SLA to prevent such things.
