Do you notice that the Moscow zone has no map on the Priceline Name Your Own Price site? This means that you can get any hotel anywhere that has Moscow in its address - that's what Priceline told me about another city zone that was mapless. I think Moscow has a large square mileage, so you would have zero control over the area you got.
