Just how did the FBI, who is tasked with investigating domestic terrorism, not make it into Homeland Security?
I guess somebody knew enough not to board a sinking ship.
The FBI wanted autonomy and not have to answer to anyone.
The Secret Service wanted the same but it didn't work out for them as well as it did the FBI.
