If the answer to both of these questions is no, then I don't see how you could sit in an exit row seat.
Yes and Yes (cats are 9 pds and 10 pds, but could be put on a diet). But I know I would not like being stuck in a dark overhead for 3 hours and I suspect the cats would not like it either.
