Your suspicions are correct, the Empire Builder does not use those menus. Those menus are the Simplified Dining Menus, which the Empire Builder does not use. The EB still does more of the cooking on board the train, although not all of the cooking. But it is a good deal more cooking than one finds on most other Amtrak trains.
The EB is the only train that one can still get eggs cooked to order, and only one of two where one can get a steak cooked to order.
