LIke I said, the flag-carrier thing is an interesting question for a law school debate or exam @:-)
However, membership in the QCP (along with Quebec civil and professional law as well as the provincial charter of rights) does indeed create certain duties for those in the medical profession. Not necessarily the case for physicians elsewhere; I can only speak to Quebec legal issues.
