Not really, if the physician in question is a member of the Quebec College of Physicians and thus remains subject to the obligations imposed on members of that body by the Quebec Civil Code, the Quebec Medical Act and the Quebec Physicians' Code of Ethics, no matter where the incident takes place.
Not to mention that the incident took place aboard a Canadian flag carrier with head office in YUL....but that would be getting a little too deep into arcane issues of international law more suited to a third year law class
