I wonder too if this matters. If HP is operating DCA-CLT, for example, then it's probably using a US-owned slot. I'm not sure if the DCA-PHX exemption (since it's an exemption and not like the other DCA slots) is attached to a certificate per se or to the company as a whole.

That being said, I've never seen US operate DCA-PHX, only HP.
