Actually I don't think this one is legal. HP is the one with the certifcate allowing for the perimeter slot expemptions out of PHX... not US. And until the operating certificate is merged, these flight MUST be operated by west metal as far as I know, as they are the only ones holding the certificate allowing the perimeter exemptions.
I wonder too if this matters. If HP is operating DCA-CLT, for example, then it's probably using a US-owned slot. I'm not sure if the DCA-PHX exemption (since it's an exemption and not like the other DCA slots) is attached to a certificate per se or to the company as a whole.
That being said, I've never seen US operate DCA-PHX, only HP.
