It is not about how much you fly but how much you get others to fly BA.

Interestingly, I do not think you need to fly very much, and as Premier you dont earn TPs.

BA need to be aware that you control or influence as to how the travel budget spend of your firm is decided (i.e. specifying BA as a preferred airline) which needs to be a fairly sizable spend too.

The equivalent for QANTAS is the Chairmen's Club.
