If the fuel surcharge is indeed to defray the cost of fuel then this money is
not used to enhance services.
My only point remains that if BA or VS need to charge more for an award ticket they should disclose this in advance by permanently raising their mileage redemption rates, rather than concealing it in a variable fee, because this makes it easier to compare with other programs. This is not to suggest that this should be merely a numerical comparison.
