As for our policy when transferring bags between a Continental itinerary and an itinerary operated by another airline, technically our policy is to only allow it when the connecting airline's flight is in the same reservation. That said, this is something we frequently override, especially for Elites and especially with international itineraries.
Thanks Scott - this explains my experience this morning in EWR. I was (am) flying CO EWR-YYZ, then KL YYZ-AMS-VIE on a different reservation. The agents at check-in said that they were not able to check the bags all the way through. No biggie, I booked a 9 hour layover in YYZ to handle this kind of thing.
