The only time I would recommend row 15 is if economy is 100% sold out, meaning there would be a person in the middle seat. If the middle seat is open, then I would take any window or aisle (except for the last row, unless it is empty) over row 15 bulkhead. My reason is that if there is going to be a body in the middle, I would rather have a bulkhead seat with solid sides to avoid the risk of having a large-body next to me.
