I don't know any carrier that charges a fee other than maybe a telephone booking charge.

The fees taken out are from the old ticket and is a penalty since you didn't use it (although the layman typically refers to it as a change fee or such).

Southwest Airlines is the only carrier that I know that will let you cancel a ticket without penalty and apply the full funds towards the purchase of a new ticket.
