Are they allowed to install their own security in airports in other countries - I wouldn't expect so, most countries would treat that as a breach of sovereignty.
I have an experience of flying out of Lome, Togo, in west Africa and still vividly remembers what transpired at the airport.
I arrived at the airport and went through machine screening but no staff appeared keen on checking the video monitor for baggage screened or peforming their duties. They were just talking to each other or doing something else other than security enforcement.
I was booked on an AF flight. I was concerned about security of the flight thereafter.
Before we boarded the aircraft parked outside, a desk was set up in front of the stairs that we were supposed to go up. There, people in AF uniform with search lights handsearched all the carryons passengers were bringing in.
This was more than 10 years ago. I definitely thought AF was not trusting the local airport authority.
