Perhaps management at AC could at least straighten this out with their employees to prevent them from giving false info to customers and creating angry pax who thought they deserved an upgrade but didn't get one. It is quite unbeliveable the different things agents say, makes me wonder what training they go through.
While I agree with you on your last point, the most "official" answer I received on this point has been cut and pasted on this thread. The issue has definitely not been made easier by the "separation" of AP from AC.
