What is meant by "embargo flight" on EVA fare rule?

I'm looking at a flight on EVA Air and under fare rules it states:

Embargo Flight: SAN FRANCISCO To TAIPEI limit to take BR0027 flight

For $70 more, I can buy a ticket that states:

Embargo Flight: NIL

What is that? Is that some kind of restriction should I need to rebook my flight?
