Sounds like the agent your gf got is an ex-CP employee. My only positive experiences have been with either ex-CP employees or concierges or FT lurkers/posters or "higher ups". I ask the agents if they are ex-CP (if they aren't a concierge).
My experiences with purebred AC agents have been quite crap.
There are also situations where AC is served by *A airlines. My gf was going from an Asian destination on ANA connecting to AC. The ANA agent confirmed her AC upgrade right away even before her ANA leg. In that case, the "old policy" is followed by not only ex-CP employees but also *A employees!
