No. An experienced traveller should know to not assume everything will be the same as used to at home, and should know to check the rules. Despite the journalist's claims the rules are not hidden away but are put in front of the person making the online booking. Admittedly the excess baggage fee isn't but as this is IATA based on full fare for route it isn't easy to list these and the only ones I've seen are where this is capped at a flat rate (ie simpler method).

My take is this is the first time the author has used a european LCC (or indeed any outside US perhaps?).
