Look at what guessaaa said (assuming he paraphrased correctly):

Anyone who pays for a business class fare will have seats first, then you'll get yours before anyone else - but those who pay get first dibs. Otherwise if you find a business class seat on this flight that's free, you can call us back and we will change the class for you free of charge.

It seems pretty clear that paying J's get priority first. I think even the agent is confused as to who gets priority after that.
