From the article, "Singapore Airlines recorded 323 infringements last year, the American-based United Airlines had 217, down from 437 the previous year, and British Airways copped 154 fines, down from 261."

So, from this, it would seem that QF is actually not the worst offender if you look at it by the amount of arriving international passengers into Australia. Whilst SQ is the largest foreign airline top serve Australia, UA only has two daily 744s arriving in Australia, but has a substantial amount of fines!
