That doesn't necessarily mean the flight is oversold. It just means the airline won't sell you a seat right now.

Of course, in practice it often does mean the flight is oversold, but you still don't know whether it's by one seat or 100.

Also keep in mind that airlines oversell flights based on expected no-shows, so a heavily oversold flight does not necessarily equal a flight for which they will be taking VDBs.
