The staircase leads down to a small alleyway alongside a seaside cove. Orhan is on this alleyway, about 50 yards or so from the bottom of the staircase. The restaurant was fabulous; we enjoyed it so much we ate their twice. The service was spectacular and the views are priceless. The restaurant is literally on the waterfront and affords an amazing view of the Stari Grad as well as the fortress. You can eat outside (even when it's raining because the tables have a tent-like roof above. I highly recommend the mussels, which were served in a red tomato sauce. The wiener schnitzel was also delicious as were the raw oysters. They get high marks for the presentation of the food, as well as the service. Prices were inexpensive.
We also dined at Lokarno in the old port part of the Stari Grad. Several travel books we read recommended it for seafood and as a place that is frequented by many locals rather than tourists. Lokarno wasn't bad, but Orhan was much much better both in terms of the food and especially service.
