Flew from Cardiff to Amsterdam yesterday. When we collected our luggage both our cases had a label stuck to them saying "Failed level 2" and a 4 digit ID number for the piece of luggage. As far as we could see none of the luggage of the other passengers had such a label.

Does anyone here know what this might mean?
