passengers are not supposed to be able to block off bulkhead and or exits seats themselves. because of safety and security restrictions they are reserved for the gate attendants to dole out.
I regularly choose an exit row seat when my flight is booked (even the times I book weeks in advance).

No seat request is guaranteed, but I can only think of one time that I have been moved from an exit row seat that I requested and that was to accommodate a returning Gulf War I vet who was VERY tall and needed the extra leg room (I would have given up the seat to him anyhow).
