For what? Did you hear the voice mail recording on the second video?
The cops need retraining alright... That training should include multiple sequential tasings of the cops themselves so they can see how easy it is to comply by rolling overall when their nervous system has just been zapped.
If you carry a Taser you've been tased. If you carry pepper spray you've been sprayed. Its standard. Not sometimes, its part of the certification process.
As for why the guy was tased, the only justification is either threat of force or actual use thereof. Whether or not that happened in this case is unclear to date.
