It can be a difficult area as there are certain procedures and guidelines to follow when denying someone, agents need to follow them and use a bit of common sense as some types of illness can have similar symptoms to being intoxicated, diabetics suffering from an insulin reaction etc.
Good point. But don't most people with those types of illnesses carry ID cards?
