There's definitely a problem on how continental refers to the H fare.
According to this page,

an H fare is Full Fare Economy. Why would continental call it Full Fare here if it isn't? This needs to be fixed/addressed.
The agents are confused abou this too - everytime I ask whether it's a full fare for upgrade purposes they say they have to check or refer me to web support.
