Thadocta, why do you assume that they intended something other than what they published?
I would say it is intentional, because some of the fare classes excluded from points are genuine discount economy rather than consolidator or award, e.g. CX discount economy class V. It is reasonable that these should get SCs.
So, as you correctly point out, the published rules mean you can get SCs on flights which get zero points or reduced points.
"Eligible flights" for SCs are defined in section 9.2.1 with the exclusions in section 9.2.4 i.e. charters, awards, travel indsutry rebated, prizes etc.
