Actually finding a competent agent to book the ticket, or having the computer system load VS flights, are entirely different concerns.
So the agents are doing what the program wants them to do. It's their program, so they can charge however many miles they want.
However, it is not OK, IMHO, to publish the chart the way they do with no footnote and no detailed information about the VS exception to the published rates available.
