There is no ambiguity, Virigin Atlantic Upper Class is "business class", as evidenced by the full fare code "J". Virgin Atlantic does not offer "first class", farecode "F".

This said, Virgin's Upper Class is certainly lower density and typically more expensive than USA-based carriers' business class. It is understandable that a redemption might require more miles. However US is clearly wrong to assert that Premium Economy is business class.
