It seems you are not alone. I have never been there but found this recent (2007) report at Fodor's website (lots more, I don't know if they are any good):
"...they're overhauling all 3 camps inside Etosha-- there has been a house cleaning in NWA, and if you read the memo from the minister, they're quite apologetic about what they've delivered (or failed to deliver) in the past. Wonderful change of attitude, now let's hope they follow through and make good on these promises!..."
Based on that, if it was me I'd give it at least a couple of years, if not more.
