Row 2 is the best on both the 717 and 737. Row 3 on the 737 doesn't let back as much. Row 3 on the 717 leans back through the curtain into coach, and it tends to get bumped by the folks in Row 10. I always book 2A or 2F if they're available as I prefer a window, but go with Row 2 regardless.
I find the 717s more comfortable than 737, but I think that is contrary to popular opinion...717 Business Class has more legroom than 737, but the seats are slightly narrower. Most Business Class cabins have the tray table on the seat in front of you, but AirTran bought some 717s off of TWA when they went bankrupt, and those have the tray table in the armrest, reducing seat width some more...and the seats are a bit harder.
As for tips, they almost always start boarding exactly 30 minutes prior to scheduled departure...Business Class is the first to board (Zone 1), but can board with any zone if you're running behind. Like the other airlines, Business Class is offered a drink before takeoff, and alcohol is complimentary. They'll always get you refills or another snack. Also, the morning snacks (some excellent cookies -- I recommend banana or walnut) are not offered on the afternoon flights, but they normally have them on board and will get them for you if you ask.
Business Class entitles you to use the premium/first class security lines, if the airports you are using have them.
AirTran is a relatively no-frills, LCC with a good, affordable Business Class option. If you go in expecting LH first class, you'll be dissapointed, but I have never had an AirTran flight in Business that I didn't enjoy, and just one bad experience in coach. Generally, I have found AirTran Business to have the same service level as US Airways first class, since I think US has done away with the warm towels. You will have a dedicated Business Class F/A...she'll serve the first couple of rows in coach as well, but not until Business Class is well taken care of.
I think you'll enjoy your experience...let us know how it is!
