The EU rules were a nice idea, but for cancellations they don't really give you many benefits. They basically ensure the carrier gets you to your destination eventually. You aren't in line for any purely financial compensation at any stage unless the flight is cancelled for no reason. Of course the airline is never going to admit to this, and can always cite "technical reasons" as justification.
I have it on reasonably good authority that BA have never paid financial compensation as a result of a cancellation. The compensation website just gives the same standard response to any request.
Not sure about that.. I had a cheque from BA for a cancelled flight back in December from Milan.
