No, that isn't right. The BP most definitely allows you access to any *A departure lounge at that airport: http://www.staralliance.com/en/trave...s/lounges.html . The SIN SKL isn't the designated *G lounge; the SATS Premier Lounge is.

I think the fuzziness is about whether any airport is in play rather than just the departure airport.
