Check your routing rules carefully on your fare but you should be able to do
PHL-IAD-ORD-LAX (with lots more chances to upgrade unless they run all A319's)-PHX. Two mainline and two RJ's but no TED. And you can go directly to ORD if you don't want the extra segment.
