I've never tried opening a second account, since I have no reason to do so. I use all my AGR points on Amtrak.

However, it is against the rules to have two accounts. I don't know how vigilant Amtrak is at enforcing that rule, but if they do catch it, you could find the account closed and if they catch it at the right time, you could loose all of the points in the account.
