None of this is new information, it has been this way since October 2002! The "end of the year" to depart from T4 is a bit disturbing, as the plan as of last month was to do this in September 2003 (or 3 months before the end of the year). Hopefully it hasn't slipped. The T4 INS/Customs facility is quite fast, a big improvement over using TBI (as BA and CX still have to do).
