I am also fed up to the teeth with the so called 'guaranteed upgrade'. I have been PC for years but recently discovered that there are only 5 'participating locations' within the whole of the UK
In that case, they should charge you at the next lowest rate for the car you do get. That's what Manchester Airport do (although they are a participating location).
