Yes, you're absolutely right about that. For some tasks, cheap but low-productive or low-quality labor may end up being more expensive than high-cost high-quality labor. If you can supervise the work, many times you can get what you want, but unsupervised work often ends up not being as much of a bargain as you anticipated.
